Amsterdam Brothel

The Amsterdam Brothel, Licensed Since 1986

What 'brothel' means in Amsterdam licensing, how the system works, and where Club Golden Key fits in the longer tradition of Amsterdam brothels.

"Brothel" is a category of licensed venue in Amsterdam. The word carries different connotations in different countries; in the Netherlands it is simply the regulatory category for a licensed sex club or private house. Club Golden Key has operated as one of them, at Overtoom 294, since 1986.

The law

Is prostitution legal in Amsterdam?

On 1 October 2000 the Dutch parliament repealed the brothel ban, a law that had stayed on the books since 1911 even as the practice continued openly in cities like Amsterdam. The reform (the Wet Opheffing Algemeen Bordeelverbod) moved sex work indoors, under formal regulation: brothels require a municipal licence, workers are documented and protected, employed or self-employed, and the trade comes inside the tax and inspection systems.

The reform was contested at the time and remains contested in the press. What is not contested is the practical result for guests: a clear difference between licensed and unlicensed brothels, and a verifiable answer to the question "is this actually legal?"

The category

What is a licensed brothel in Amsterdam?

A brothel in Amsterdam, bordeel in Dutch, is a licensed business with an exploitatievergunning permitting sex work on the premises. The category includes window-prostitution venues in the Red Light District, sex clubs where the evening starts at a bar with the women, over a drink, before any choice is made (Club Golden Key among them), and private houses (privehuizen) across the city. All operate under the same regulatory framework but differ significantly in format.

The best-known brothels in Amsterdam are visible: the windows of De Wallen. But a meaningful share of the city's licensed brothels operate as private houses outside the Red Light District. Club Golden Key is the oldest of these still under continuous ownership.

The licence

What is an exploitatievergunning?

The exploitatievergunning issued by the Gemeente Amsterdam is not a single piece of paper filed once. It is an ongoing relationship between the venue and the municipality. The requirements include:

The licence is venue-specific and address-specific, moving location, changing operator, or expanding into adjacent premises all require new applications.

The tradition

The Amsterdam brothel tradition

Amsterdam has tolerated sex work in some form since the 17th century, when the city was the busiest port in northern Europe and pragmatic municipal policy made room for what was already happening. Formal regulation is recent: the current licensing framework only dates from the 2000 reform.

Club Golden Key opened fourteen years before that reform, in 1986, under the older gedogen arrangement that preceded municipal licensing. We came inside the formal system when it was introduced and have held the licence continuously since.

Verification

How to verify a brothel is licensed

A licensed Amsterdam brothel will publish its licence number openly. Club Golden Key operates under exploitatievergunning ASD 1054 CJ/B002, issued by the Gemeente Amsterdam. The number appears in our footer, on this page, and in our colofon. Whether a licence is valid can be confirmed with the Gemeente Amsterdam.

The "best" question

The best brothel in Amsterdam, what "best" actually means

"Best brothel in Amsterdam" is a common search and a difficult question. It depends on what you are searching for: location, anonymity, atmosphere, service, the women working there, the licensing status, or simply the experience of being treated well from the door onwards. Some practical signals for a well-run Amsterdam brothel:

By these signals, Club Golden Key is among the longest-established brothels in Amsterdam. We have operated continuously since 1986 under the same family, at the same address, under the same licence number, and within the same format.

Our house

Club Golden Key as an Amsterdam brothel

Club Golden Key is a licensed brothel at Overtoom 294, operating as a sex club: a bar and lounge on the ground floor, six private suites, one beside the bar and five above. Two minutes from the Vondelpark. Open every evening from 20:00.

Questions

On Amsterdam brothel licensing.

When did brothels become legal in the Netherlands?

The brothel ban was repealed on 1 October 2000 (Wet Opheffing Algemeen Bordeelverbod). Since then, indoor sex venues, including private clubs and brothels, operate legally under municipal exploitation licences, which set conditions for inspection, identification, hygiene, and labour standards.

What is an exploitatievergunning and why is it required?

An exploitatievergunning is a municipal exploitation licence required to operate an adult venue in Amsterdam. It is issued and inspected by the Gemeente. The licence covers identification of the operator and staff, hygiene and safety, fire regulations, labour-condition compliance, and ongoing periodic inspection. Without it, a venue is not legal under the city's ordinance.

How can a guest verify a brothel is actually licensed?

Reputable brothels publish their licence number openly. Club Golden Key publishes ASD 1054 CJ/B002 on every page of this site and in its colofon. Whether a licence is valid can be confirmed with the Gemeente Amsterdam.

What difference does licensing make for the guest?

A licensed brothel is inspected periodically; the people working there are identified and meet the legal labour requirements; hygiene and safety are documented; and there is clear municipal recourse if something goes wrong. The atmosphere also tends to be calmer: a licensed venue has less reason to operate behind opaque payment, untraced staff, or pressure tactics.
